Los Peñasquitos Lagoon Restoration Phase 1

Project Overview

The goal of this project is to restore historical salt marsh in the lagoon, while also addressing sediment, trash, invasive species, and flood attenuation. It also includes freshwater management to improve the sustainability of the restoration and overall health of the lagoon.  Phase 1 of the project restores the area southwest of the railroad berm and provides guidance for restoration planned under Phase 2 using an adaptive management approach.  Phase 1 scope includes floodplain enhancements, improved storm drain infrastructure, and restoration of approximately 50 acres of salt marsh.

Draft Addendum to Environmental Impact Report

The City of San Diego has prepared a draft Addendum to the Los Peñasquitos Lagoon Enhancement Plan Final EIR for Phase 1 of the project. The City is offering a 45-day public review of the draft document before submitting the final version to the Governor’s Office of Planning and Research State Clearinghouse.

We invite interested stakeholders to review the draft document and submit written comments to CIP-CEQA@sandiego.gov with “Los Peñasquitos Lagoon” in the subject line. The project team will consider all comments received before July 12, 2024, and make any necessary revisions for the final document.

After the addendum is finalized, there will be further opportunities for public participation, including during the issuance of the site development permit and resource agency permitting.
