Item 3:	Approval of Task Force Minutes
	Approval of Task Force minutes for the meeting of January 23, 2003.

Item 4:	Non Agenda Public Comment
	This portion of the agenda provides an opportunity for members of the public to address the Task Force on items of interest within the jurisdiction of the Task Force but not on the agenda. Comments will be limited to 2 minutes per speaker and a total of 10 minutes for the item. More public comment will be taken at the end of the meeting, if time allows. Submit request to speak to the Task Force prior to the start of the meeting.

Item 5:	Introductory Comments by Chairperson
	This portion of the agenda provides an opportunity for the Task Force Chairperson to make announcements or comments.

Item 6:	Comments by Task Force Members
	This portion of the agenda provides an opportunity for the Task Force members to make announcements or comments.

Item 7:	Subcommittee Reports
	Discussion and possible action regarding detailed scope of work and goals for each of the following subcommittees: a. Subcommittee 1 - Identification of Issues b. Subcommittee 2 - Development, Regulations, and Incentives c. Subcommittee 3 - Finance d. Subcommittee 4 - Preservation and Renters and Homeowners

Item 8:	Affordable Housing Financing Update
	Hank Cunningham, Community and Economic Development Director will provide an update on Affordable Housing Financing.

Item 9:	Presentation by SANDAG
	Susan Baldwin, Senior Regional Planner from the San Diego Association of Governments (SANDAG), will be giving an update on regional housing issues.

Item 10:	Development Services Department Update
	Isam Hasenin, Chief Building Official, will provide an update on 1) The International Residential Code, 2) Accessibility Issues, and 3) Online Project Processing Information. Mike Westlake, Program Manager, will provide an update on the Infill/ Affordable Housing Expedite Program

Item 11:	Infrastructure Needs
	Discussion regarding the impact of the City's infrastructure needs and deficits as they relate to affordable housing strategies.

Item 12:	Non-Agenda Public Comment
	This portion of the agenda provides an opportunity for members of the public to address the Task Force on items of interest within the jurisdiction of the Task Force but not on the agenda. Comments will be limited to 2 minutes per speaker. Submit request to speak to the Task Force *prior* to the start of the meeting.
