Executive Director- Victoria L. Hamilton has been the Executive Director of the City of San Diego Commission for Arts and Culture since its inception in 1988. Victoria administers the City's $8 million arts agency including the design and development of the arts and culture organizational support program, neighborhood arts and festivals programs, public art in public and private development and technical assistance and services to artists and arts organizations. With over thirty years experience as an arts administrator, she was the Executive Director of the Santa Barbara County Arts Commission and Special Projects Coordinator for the Tacoma Arts Commission. Victoria has played a leadership role on national and statewide service organizations including Chairing the California Confederation of the Arts and the California Assembly of Local Arts Agencies and serving on the board of Americans for the Arts. She has served on review panels, for the California Arts Council and National Endowment for the Arts, and on public policy committees at the local, state and national levels in the areas of cultural tourism, leadership, cultural planning, cultural diversity and grant making. She served as President of the United States Urban Arts Federation in 2006 and 2007 and is currently on the USUAF Executive Committee. In 2009, Victoria was an invited participant in the first Americans for the Arts Local Arts Agency Leadership Seminar at The Aspen Institute. Among a number of tributes, she was named Headliner of 2000 for Arts Advocacy by the San Diego Press Club and received the 2004 American Institute of Architects/San Diego Chapter Michael J. Stepner Community Design Award and the San Diego Hotel Motel Association’s Golden Key Award for Outstanding Contributions to the Hospitality Industry in 2006. In 2009, Victoria received the Selina Roberts Ottum Award for achievements of an individual who has made a meaningful contribution to the arts through arts leadership in the local arts agency field presented by Americans for the Arts and the National Endowment for the Art. Public Art Program Manager- Dana Springs serves as the Public Art Program Manager and joined the staff of the City of San Diego Commission for Arts and Culture in 2000. Springs is responsible for the development of public art policies and procedures, and the administration of public art projects including those associated with the City’s capital improvement projects and eligible private development projects. She oversees the implementation of the Public Art Master Plan and provides oversight for the management of the City’s art collection. She also participates in the development and administration of special public art projects such as the Martin Luther King, Jr. Commemorative Artwork on State Route 94 for Caltrans, the Serra Mesa-Kearny Mesa Branch Library Children's Educational Space for the First 5 Commission of San Diego, and the planned redevelopment of downtown’s Civic Center Complex and the North Embarcadero on San Diego's western waterfront. Springs serves as a co-chair of the Public Art Coalition of Southern California and as a member of the San Diego County Regional Airport Authority's Art Advisory Committee. Springs regularly works with architects, landscape architects, artists, engineers, private developers, urban designers and planners to bring public art projects to completion. She is also responsible for facilitating artist selection competitions and for attending community group meetings with the purpose of introducing artists, presenting artwork plans and for gathering community input. Springs is originally from Orange County and holds a B.A. in Visual Art from the University of California, San Diego. Program Manager- Gary Margolis joined the Commission for Arts and Culture in August, 2007 and will manage the Organizational Support and Creative Communities San Diego allocation programs, assist with fund development and facilitate special Commission initiatives and standing committees. Gary brings a wide range of creative and administrative experience to his new position having worked for the Nevada Arts Council, the Broward County (Florida) Cultural Division, the Carnegie Museums of Pittsburgh, and the Pittsburgh Jewish Community Center. He comes to the Commission with an extensive background in arts administration in both the public sector and non profit arts management. In addition, Gary has extensive training and experience in the areas of education, research, and evaluation having taught high school in Brooklyn, New York and elementary/middle school in Bamako, Mali (West Africa) as well as working as an evaluation specialist for the Allegheny County (PA) Department of Human Services and as a researcher for the Harvard Family Research Project. Gary has a bachelor’s degree in dramatic art from the George Washington University and a master’s degree in public and international affairs from the University of Pittsburgh. Arts Management Associate- Nigel Brookes joined the Commission staff in 2005. Nigel’s previous experience includes work for City of San Diego Park and Recreation Department as a grant writer and administrator; a trainer and writer for San Diego Consulting Group; as program manager at the Tariq Khamisa Foundation to reduce youth violence; and as a college instructor at San Diego State University and local community colleges. A native San Diegan, Nigel has been studying, writing about, creating, and showing art his entire life. With an increasingly strong attention to surrealism, his current interests are in found and manipulated objects used in site-specific black light installations, and in the often overlapping myths and rituals associated with mask-making. Nigel earned a Masters Degree in Communication from San Diego State University with a research and teaching emphasis in art, philosophy of language, and organizational and cultural theory. He received his BA in Speech, also at SDSU, from which he graduated Magna Cum Laude and earned the 1996 Outstanding Undergraduate Award. E-mail Nigel Brookes at nbrookes@sandiego.gov Executive Secretary- Linda M. Sokol is the Executive Secretary to the Executive Director of the City of San Diego Commission for Arts and Culture. Linda joined the Commission staff in 1999 after leaving the City Manager's office where she worked for the Deputy City Manager of Finance. Contracts Coordinator- Teresa M. Monillas is originally from the Philippines and started working for the City in 1988. Teresa has been with the Commission since 1991. For ten years she served as the Public Art Administrative Assistant. In 2001 Teresa stepped into her new position as Contracts Coordinator. Her primary responsibility is to coordinate and implement the contracts for services process for over one hundred fifty organizations that receive funding through the Commission's Allocations Program each year.
