The activities of the MCIRB have been temporarily suspended while the City takes affirmative action designed to effectuate the policies of the Meyers-Milias-Brown Act as detailed in the ruling from the Public Employment Relations Board in case number LA-CE-352-M.
Background
Charter Section 117(c) (PDF: 68K) provides for managed competition in the provision of City services to the public. As part of the managed competition process, the Charter requires a seven-member Managed Competition Independent Review Board (MCIRB) be established to advise the City Manager whether a City department’s proposal or an independent contractor's proposal will provide the services to the City most economically and efficiently while maintaining service quality and protecting the public interest.
