Task Force CommitteesEach committee will report to the other members at the full task force meetings. Key presentations received by the committees will also be presented to the entire task force. The committees on these topics will be finished with their focused work in mid-October, at which time other committees may be established. Contracts CommitteeThe members of this committee include David Watson, chair, Bruce Henderson, Len Simon, Tom Fat and Karen Heumann. This committee will analyze the existing Chargers' contract and amendment, and any agreements or documents related to the Super Bowl. Its tasks include analyzing the contract as a whole, including the ticket guarantee, amounts the City has paid, rent payments, net revenue less maintenance and operating costs, and how this impacts the City budget. Additionally, the committee should review the trigger events for possible Chargers relocation, the right of first refusal, and other rights and responsibilities of the parties. One possible task force recommendation is to enforce the existing contract. If so, the committee should devise recommendations on any unilateral actions the City could take to make the existing terms less onerous, if possible. Facilities & Redevelopment CommitteeThe members of this committee include Nikki Clay, co-chair, Joe Martinez, co-chair, Jeff Smith, Bill Largent, Cassandra Clady, Pepper Coffey, Tom Fat, Bruce Henderson, Karen Heumann, and Patti Roscoe. This committee should examine Qualcomm's current operations, finances and condition. Determine whether we really need a new stadium or if Qualcomm could be upgraded. In addition, the committee should analyze the development opportunities and constraints of the current site. Analyze development that would create a maximum revenue stream, but also consider environmental issues. Finance CommitteeThe members of this committee include Ron Saathoff, chair, Geoff Patnoe, Tim Considine, Len Simon, Tom Fat, and Pepper Coffey. This committee should evaluate the Chargers' financial condition and determine whether the Chargers do need a new stadium to maintain financial viability. The committee also should examine the economic contribution the Chargers make to the City. In addition, the committee should begin exploring possible financing options for a new stadium, including learning what's been done in other cities. MeetingsMeetings of this committee will be held at 10:00 a.m. in the Closed Session Room at 202 C Street 12th Floor, unless noted otherwise.
