There are seven City Council Committees. The general dates and times for the Council Committee meetings are listed under each meeting description below, but are subject to change. The official records (Minutes) of Committee meetings are only available on audio tape or CD ROM. Copies can be obtained from the City Clerk's Office at (619) 533-4000. You may also view LIVE web streaming or an archived webcast of these meetings online. For specific dates of all Council Committee meetings, please access the annual Legislative calendar.

Audit Committee

Important Notice: City Seeking Applications for Audit Committee Public Member

The Audit Committee's AREA OF RESPONSIBILITY includes oversight of the City's auditing, internal controls and any other financial or business practices, and directing and reviewing the work of the City Auditor.

Committee members include Scott Sherman (Chair) and Lorie Zapf (Vice Chair).

The Audit Committee meets one to two Wednesdays per month at 9:00 a.m. in the City Council Committee Room, 12th Floor, City Administration Building. Budget and Government Efficiency Committee

The Budget and Government Efficiency Committee's Area of Responsibility includes the Annual Budget, Financial Reports, Fees, Performance Measures, Information Technology, Enterprise Resource Management, Purchasing and Contracting, Managed Competition, Revenue, Management of City Office Space, Equal Opportunity Contracting, San Diego City Employees' Retirement System, Tourism Marketing District, Personnel, Civil Service, and Human Resources Issues.

Committee members include Todd Gloria (Chair), Scott Sherman (Vice Chair), Myrtle Cole, Mark Kersey and David Alvarez.

The Budget and Government Efficiency Committee meets one to two Wednesdays per month at 9:00 a.m. in the City Council Committee Room, 12th Floor, City Administration Building. Charter Review Committee

The Charter Review Committee's Area of Responsibility include Analyzing, Studying, and Evaluating the San Diego City Charter, the Permanent Rules of Council, Open Government, Elections and Ballot Measures, Annexations, Boards and Commissions, Customer Service, Public Outreach, and Committee Composition and Responsibilities.

Committee members include Sherri Lightner (Chair), Chris Cate (Vice Chair), Mark Kersey and Marti Emerald.

The Charter Review Committee meets one to two Thursdays per month at 2:00 p.m. in the City Council Committee Room, 12th Floor, City Administration Building. Committee of the Whole

The Committee of the Whole AREA OF RESPONSIBILITY includes analysis, study and evaluation of proposed resolutions or ordinances, or to hold fact finding hearings, on any subject concerning City government that is beyond the scope of responsibility of any one standing committee or is adjudged by the Council President or Council to be more properly a concern of the entire Council. In addition, proposals for City action in cooperation with other local government entities including any actions to be taken on a regional basis shall be referred to the Committee of the Whole.

Economic Development and Intergovernmental Relations Committee

The Economic Development and Intergovernmental Relations Committee's Area of Responsibility includes Intergovernmental Relations, Airports, Port District, Interagency and Bi-national Agreements, Workforce Development, City-wide Economic Development Programs, Enterprise Zones, International Trade, Arts and Culture, Business Improvement Districts, City Permits and Regulations, San Diego Convention Center Corporation, Economic Development Strategy, Commercial Marketing District, Educational Partnerships, Living Wage, Foreign Trade Zones, Open Data, Civic San Diego, and Prevailing Wage.

Committee members include Myrtle Cole (Chair), Mark Kersey(Vice Chair), Sherri Lightner and Chris Cate.

Environment Committee

The Environment Committee's Area of Responsibility includes the Clean Water Program, Water Management and Policy, Energy (Solar, Property Assessed Clean Energy Programs, Green), Multiple Species Conservation Program, Solid Waste Disposal, Recycling, Air Quality Standards, Hazardous Waste, Regional Parks, Open Space, Public Utilities, Golf, Utility Undergrounding, Franchise Agreements, Stormwater Management and Policy, Climate Mitigation and Adaption Plan (CMAP), Wastewater Management and Policy, Independent Rates Oversight Committee, Indirect Potable Reuse/Direct Potable Reuse, Recycled Water, Graywater, San Diego County Water Authority, and Wildlife Management. The committee's responsibility includes programmatic policy matters related to water, wastewater, storm water, and parks.

Infrastructure Committee

The Infrastructure Committee's area of responsibility includes Capital Improvement Program (CIP), Oversight of CIP Streamlining, Infrastructure Finance, Regional Transportation Improvement Program, Asset Management, Infrastructure Condition Assessment Monitoring and Implementation, Neighborhood Input on Infrastructure Needs and Priorities, Storm Water Infrastructure, Public Facilities Financing Plans, Development Impact Fees, Facilities Benefit Assessments, Wastewater Infrastructure, Water Infrastructure, City Facilities, Park Infrastructure, Multi-Year Capital Improvement Program Plan, and Transportation Infrastructure. The committee's responsibility includes individual infrastructure projects related to water, wastewater, storm water, and parks.

The Public Safety and Livable Neighborhoods Committee's Area of Responsibility includes Police, Fire, Neighborhood Parks, Recreation Programs, Youth Services, Senior Services, Maintenance Assessment Districts, Community Development Block Grants, Code Enforcement, Graffiti Abatement, Parking Regulations and Enforcement, Lifeguards, Veterans Services, Libraries, Homeless Services, Consumer Protection, Homeland Security, Volunteerism, Special Event Permits, and Emergency Medical Services.

Committee members include Marti Emerald (Chair), Chris Cate (Vice Chair), Todd Gloria, and Myrtle Cole.

The Smart Growth and Land Use Committee's Area of Responsibility includes Planning, Land Use, Affordable Housing, General Plan Amendments, Transportation Planning, Transit Services, Parking Planning, Land Development Code, Sale and Lease of Property, Walkability, Bicycle Programs, Community Parking Districts, Historical Issues/Mills Act, and Community Plans.

Other Committees

Public Facilities Financing Authority

The Public Facilities Financing Authority is the primary financing authority of the City. The Authority meets as needed to authorize the issuance of bonds on behalf of the City.

Housing Authority

The Mayor and City Council meet with the Housing Commission in the City Council Chambers, 12th Floor, City Administration Building. For specific dates, contact: Charles Eshnaur at (619) 578-7135.
