There are seven City Council Committees. The general dates and times for the Council Committee meetings are listed under each meeting description below, but are subject to change. The official records (Minutes) of Committee meetings are only available on audio tape or CD ROM. Copies can be obtained from the City Clerk's Office at (619) 533-4000. You may also view LIVE web streaming or an archived webcast of these meetings online. For specific dates of all Council Committee meetings, please access the annual Legislative calendar.

Committees

Audit Committee

The Audit Committee's AREA OF RESPONSIBILITY includes oversight of the City's auditing, internal controls and any other financial or business practices, and directing and reviewing the work of the City Auditor.

Committee members include Scott Sherman(Vice Chair).

The Audit Committee meets one Monday per month at 9:00 a.m. in the City Council Committee Room, 12th Floor, City Administration Building. For specific dates, please access the Legislative calendar.

Budget and Government Efficiency Committee

The Budget and Government Efficiency Committee's Area of Responsibility includes the Annual Budget, Financial Reports, Fees, Performance Measures, Information Technology, Enterprise Resource Management, Purchasing and Contracting, Managed Competition, Revenue, Management of City Office Space, Equal Opportunity Contracting, San Diego City Employees' Retirement System, Tourism Marketing District, Personnel, Civil Service, and Human Resources Issues.

Committee members include Todd Gloria (Chair), Sherri S. Lightner (Vice Chair), Mark Kersey, and David Alvarez.

The Budget and Government Efficiency Committee meets one to two Wednesdays per month at 9:00 a.m. in the City Council Committee Room, 12th Floor, City Administration Building. Economic Development and Intergovernmental Relations Committee

The Economic Development and Intergovernmental Relations Committee's Area of Responsibility includes Intergovernmental Relations, Airports, Port District, Interagency and Bi-national Agreements, Workforce Development, City-wide Economic Development Programs, Enterprise Zones, International Trade, Arts and Culture, Business Improvement Districts, City Permits and Regulations, San Diego Convention Center Corporation, Economic Development Strategy, Commercial Marketing District, Educational Partnerships, Living Wage, Foreign Trade Zones, Open Data, Civic San Diego, and Prevailing Wage.

Committee members include Sherri S. Lightner (Chair), Mark Kersey(Vice Chair), David Alvarez, and Marti Emerald.

The Rules and Economic Development Committee meets one to two Wednesdays per month at 9:00 a.m. in the City Council Committee Room, 12th Floor, City Administration Building. Environment Committee

The Environment Committee's Area of Responsibility includes the Clean Water Program, Water Management and Policy, Energy (Solar, Property Assessed Clean Energy Programs, Green), Multiple Species Conservation Program, Solid Waste Disposal, Recycling, Air Quality Standards, Hazardous Waste, Regional Parks, Open Space, Public Utilities, Golf, Utility Undergrounding, Franchise Agreements, Stormwater Management and Policy, Climate Mitigation and Adaption Plan (CMAP), Wastewater Management and Policy, Independent Rates Oversight Committee, Indirect Potable Reuse/Direct Potable Reuse, Recycled Water, Graywater, San Diego County Water Authority, and Wildlife Management. The committee's responsibility includes programmatic policy matters related to water, wastewater, storm water, and parks.

Infrastructure Committee

The Infrastructure Committee's area of responsibility includes Capital Improvement Program (CIP), Oversight of CIP Streamlining, Infrastructure Finance, Regional Transportation Improvement Program, Asset Management, Infrastructure Condition Assessment Monitoring and Implementation, Neighborhood Input on Infrastructure Needs and Priorities, Stormwater Infrastructure, Public Facilities Financing Plans, Development Impact Fees, Facilities Benefit Assessments, Wastewater Infrastructure, Water Infrastructure, City Facilities, Park Infrastructure, Multi-Year Capital Improvement Program Plan, and Transportation Infrastructure. The committee's responsibility includes individual infrastructure projects related to water, wastewater, storm water, and parks.

Committee members include Mark Kersey (Chair), Myrtle Cole (Vice Chair), Scott Sherman, and Marti Emerald.

Public Safety and Livable Neighborhoods Committee

The Public Safety and Livable Neighborhoods Committee's Area of Responsibility includes Police, Fire, Neighborhood Parks, Recreation Programs, Youth Services, Senior Services, Maintenance Assessment Districts, Community Development Block Grants, Code Enforcement, Graffiti Abatement, Parking Regulations and Enforcement, Lifeguards, Veterans Services, Libraries, Homeless Services, Consumer Protection, Homeland Security, Volunteerism, Special Event Permits, and Emergency Medical Services.

Committee members include Marti Emerald (Chair), Myrtle Cole (Vice Chair), Mark Kersey, and Lorie Zapf.

Smart Growth and Land Use Committee

The Smart Growth and Land Use Committee's Area of Responsibility includes Planning, Land Use, Affordable Housing, General Plan Amendments, Transportation Planning, Transit Services, Parking Planning, Land Development Code, Sale and Lease of Property, Walkability, Bicycle Programs, Community Parking Districts, Historical Issues/Mills Act, and Community Plans.

Committee members include Lorie Zapf (Chair), Myrtle Cole (Vice Chair), Sherri S. Lightner, and Scott Sherman.

Additional Responsibilities of the Committee Chaired by the Council President (formerly part of the Rules and Economic Development Committee)

  1. The standing committee chaired by the Council President shall have additional responsibilities that include the Permanent Rules of Council, City Charter, Open Government, Elections and Ballot Measures, Annexations, Boards and Commissions, Customer Service, Public Outreach, and Committee Composition and Responsibilities.
  2. The standing committee structure and assigned areas of responsibilities shall be reviewed by the committee chaired by the Council President every three years.
  3. At the discretion of the Council President, any of the above responsibilities may be assigned to the standing committee chaired by the Council President Pro Tem or other appropriate standing committee

Other Committees

Public Facilities Financing Authority

The Public Facilities Financing Authority is the primary financing authority of the City. The Authority meets as needed to authorize the issuance of bonds on behalf of the City.

Housing Authority

The Mayor and City Council meet with the Housing Commission in the City Council Chambers, 12th Floor, City Administration Building. For specific dates, contact: Charles Eshnaur at (619) 578-7135.

Members include Gary Gamling (Chair), Khadija Basir, Ben Moraga, Allen Sims, Roberta Spoon, Frank Urtasun, and Jim Waring.

Redevelopment Agency

IMPORTANT NOTICE: The Redevelopment Agency of the City of San Diego (Agency) is dissolved as of February 1, 2012, per Assembly Bill 1X 26 (AB 26). For questions regarding either the enforceable/recognized obligations of the former Agency or the Oversight Board, contact the Office of the Mayor at (619) 236-6330 or successorinfo@sandiego.gov. The Redevelopment Agency website remains intact for historical reference purposes.
