There are seven City Council Committees. The general dates and times for the Council Committee meetings are listed under each meeting description below, but are subject to change. The official records (Minutes) of Committee meetings are only available on audio tape or CD ROM. Copies can be obtained from the City Clerk's Office at (619) 533-4000. Rules and Economic Development Committee

The Rules and Economic Development Committee’s AREA OF RESPONSIBILITY includes Permanent Rules of Council, City Charter, Intergovernmental Relations, Brown Act, Public Records Act, Community Right to Know, Accuracy of Government Information, Citizen's Right to Privacy, Consumer Protection, Nominations, Airports, Port District, and Interagency/Binational and Agreements, Committee Composition and Responsibilities, Workforce Development, City-wide Economic Development Programs, Enterprise Zones, and International Trade.

Committee members include Sherri S. Lightner (Chair), Kevin Faulconer (Vice Chair), Mark Kersey, David Alvarez, and Marti Emerald.

Natural Resources and Culture Committee

The Natural Resources and Culture Committee's AREA OF RESPONSIBILITY includes Clean Water Program, Energy, Water, State and Federal Endangered Species Acts, Arts and Culture, TOT, Solid Waste Disposal, Recycling, APCD/Air Quality, Hazardous Waste, MSCP, and Regional Parks and Open Space.

Committee members include David Alvarez (Chair), Scott Sherman (Vice Chair), Lorie Zapf, and Marti Emerald.

Public Safety and Neighborhood Services Committee

The Public Safety and Neighborhood Services Committee’s AREA OF RESPONSIBILITY includes Police, Fire, Paramedics, Neighborhood Parks, Recreation Programs, Youth Services, Senior Services, Neighborhood Revitalization, Business Improvement Districts, Maintenance Assessment Districts, Litter Control, Community Development Block Grants, Code Enforcement, Graffiti Abatement, and Parking Regulations and Enforcement.

Committee members include Marti Emerald (Chair), Lorie Zapf (Vice Chair), Mark Kersey, and David Alvarez.

The Land Use and Housing Committee's AREA OF RESPONSIBILITY includes Planning, Land Use, Affordable Housing, Development Services, General Plan Amendments, Subdivisions, Community Facility Finance, Annexations, Sale and Lease of Property, Transportation Planning, Transit Services, Parking, Building Code/Inspection, Land Development Code, Utilities, Housing Commission Quarterly Reports, and Homelessness.

Committee members include Lorie Zapf (Chair), David Alvarez (Vice Chair), Sherri S. Lightner, and Todd Gloria.

Budget and Finance Committee

The Budget and Finance Committee's AREA OF RESPONSIBILITY includes Annual Budget Review, Financial Reports, Taxes, Fees, Assessments, Independent Budget Analyst Reports, Performance Measures, Information Technology, Enterprise Resource Management (SAP), Purchasing and Contracting, and Managed Competition.

Committee members include Todd Gloria (Chair), David Alvarez (Vice Chair), Sherri S. Lightner, Kevin Faulconer, and Mark Kersey.

The Budget and Finance Committee meets one to two Wednesdays per month at 9:00 a.m. in the City Council Committee Room, 12th Floor, City Administration Building. Audit Committee

The Audit Committee's AREA OF RESPONSIBILITY includes oversight of the City's auditing, internal controls and any other financial or business practices, and directing and reviewing the work of the City Auditor.

Committee members include Kevin Faulconer (Chair), and Scott Sherman.

The Audit Committee meets one Monday per month at 9:00 a.m. in the City Council Committee Room, 12th Floor, City Administration Building. Infrastructure Committee

The Infrastructure Committee's area of responsibility includes Capital Improvement Program (CIP), Creation of a Five-Year CIP, Community Hearings on CIP Priorities, Review and Recommend, if necessary, Revisions to any Council Policies dealing with CIP, Oversight of CIP Streamlining, Infrastructure Finance, Regional Transportation Improvement Program (RTIP), and Asset Management.

Other Committees

Public Facilities Financing Authority

The Public Facilities Financing Authority is the primary financing authority of the City. The Authority meets as needed to authorize the issuance of bonds on behalf of the City.

Housing Authority

The Mayor and City Council meet with the Housing Commission in the City Council Chambers, 12th Floor, City Administration Building. For specific dates, contact: Charles Eshnaur at (619) 578-7135.

Redevelopment Agency

IMPORTANT NOTICE: The Redevelopment Agency of the City of San Diego (Agency) is dissolved as of February 1, 2012, per Assembly Bill 1X 26 (AB 26). For questions regarding either the enforceable/recognized obligations of the former Agency or the Oversight Board, contact the Office of the Mayor at (619) 236-6330 or successorinfo@sandiego.gov. The Redevelopment Agency website remains intact for historical reference purposes.

Economic Development and Strategies Committee
