City Clerk's MissionTo maintain the integrity of the legislative process in the City of San Diego and ensure an informed citizenry by providing administrative and technical support to the City Council; conducting their legislative meetings; disseminating information concerning legislative decisions and policy issues; protecting and preserving official City records; administering municipal elections; the registration and reporting of municipal lobbyists; and the filing of campaign and economic interests disclosure as required by the Political Reform Act. Utilizing traditional paper files as well as a computerized Legislative Information System (LEGIS City Net), our personnel locate data, provide copies or printouts, and answer your questions. We take pride in our ability to provide you with the most up-to-date, accurate information concerning our local legislative process, and we encourage you to make use of our resources. Records and Information ManagementThe Information Retrieval Section acts as the initial contact for most callers and visitors to the City Clerk's Office. Using various resources, Information staff responded to approximately 64,355 inquiries during fiscal year 2000. You may view some of the on-line legislative documents in the City Clerk's office. Other documents and items not available on-line are available through the Clerk's Office. These include the following: Agreements; Appeals; City Council Speaker Forms; Contracts; Deeds (City-related); Leases; Loyalty Oath Cards for Appointed Officials; Notice of Special Hearings; Ordinances & Resolutions; Subdivision Information/Maps; Summons/Subpoenas; CDs and Videotapes of City Council meetings; audiotapes of Council Committee Meetings; and Voter Registration Cards. To request a copy of a document that is not available on-line, you may contact the Public Information Section of the Clerk's Office at (619) 533-4000. You may also E-mail your request. Copies are 25 cents per page. The cost of audio tapes will vary depending on the specific request. The Records Management Program, which has been a model nation-wide, monitors the disposition of all City records from origin and use through storage, destruction or archival retention. Elements of the program include the preparation of Records Disposition Schedules for all City departments, microfilming of permanent records of the City Council, protection of vital City records, storage of inactive records, cataloguing of official artifacts, forms control, and advising City departments about records management issues. As part of this section, a City Clerk's Archives was created in 1988 to protect and preserve archival City documents and aid in the retrieval of information. Legislative ServicesThe Legislative Services Division supports the City Council meetings and acts as a resource for the public seeking information regarding official City policies, laws, actions and records. The Council Dockets and Exhibits Program produces and distributes regular, supplemental, and special meeting dockets. The Council Actions Program provides legislative support and maintains the official minutes of City Council meetings. The Land Use Hearings Program processes and responds to requests for street work and land use matters. In addition, this section is responsible for updating and maintaining the City Charter, Municipal Code and Council Policies. ElectionsElections staff coordinate and administer the City's municipal elections and elections-related activities. Activities include advising officeholders, candidates and committees of procedures and requirements; processing ballot proposals and initiative petitions; planning and conducting election centrals and inaugurations; administering campaign statements, statements of economic interests and municipal lobbying registration and reporting; providing maps, brochures and instruction manuals to Council, staff, and the public; and preparing technical and analytical reports. LEGIS City NetLEGIS City Net is a new system which allows the public to have greater access to many City legislative documents via the Internet with easy-to-use windows and state-of-the-art search and retrieval capabilities. This system replaces the older LEGIS mainframe system which served the City for many years. Legislative Documents including the City Council Docket, Meeting Minutes, City Charter, Municipal Code, Council Policies, Resolutions & Ordinances are available on-line for public review.
