The Code Enforcement Unit aggressively addresses neglected properties and municipal code violations in terms of property upkeep. Why? Because these properties attract crime, directly affect public health and safety, and erode community pride in our neighborhoods. You should immediately report property code violations to the City's Neighborhood Code Compliance Department (NCCD). You should immediately report problem properties in your neighborhood that are the sites of public nuisance activity to the San Diego Police Department (SDPD).

If, despite the intervention of NCCD and SDPD, the offending property owner does not comply with the law, the City Attorney's Code Enforcement Unit (CEU) steps in to prosecute. CEU regularly files criminal and civil actions against property owners who:

  1. Fail to maintain property in compliance with state and local codes;
    or
  2. Fail to abate public nuisance activity on their property.

Types of Cases Prosecuted by the CEU

  • Nuisance activity, including illegal uses and problem properties where crime is occurring
  • Uninhabitable or substandard living conditions
  • Health violations, including roach or rat infestations
  • Unsafe or dangerous structures
  • Vacant, abandoned, and unsecured structures
  • Unpermitted construction
  • Illegal dwelling units
  • Electrical or plumbing violations
  • Fire hazards and fire violations in commercial or residential occupancies
  • Zoning violations such as illegal businesses, unpermitted uses, and illegal group homes
  • Litter violations
  • Illegal grading
  • Destruction of environmentally sensitive land
  • Water theft
