Donald Worley

Donald Worley came to the City Attorney's Office first in the Land Use Litigation Unit, after over 30 years in private practice in land use, real estate and business litigation. He is credited in several appellate decisions which mark new ground in land use and subdivision regulation. In the last years of his practice he was outside litigation counsel for the County of Imperial, where he extended his experience to employment cases. He began his legal career as a full-time law clerk with Seltzer Caplan Wilkins and McMahon while he finished the night program at University of San Diego School of Law, where he graduated Magna Cum Laude in 1970. He became an associate, and less than two years later, a partner of that firm. He was later a partner of McDonald Riddle Hecht and Worley, Hahn Cazier & Smaltz, and, most recently, Worley Schwartz Garfield and Prairie. A graduate of Yale University, he also has a Master of Laws in Transnational Business & Taxation from UOP/McGeorge School of Law. He taught Constitutional Law at National University and Western State, Land Use at USD, International Business at California Western, and International Tax at Thomas Jefferson Schools of Law. Don authored an as-yet-unpublished book on separation of church and state and is a credited television and film actor.

He is married to Tricia Craven Worley, interior designer and daughter of the late Senator and Mrs. Bill Craven.
