Neighborhood Prosecution Unit (NPU)

Know Your Neighborhood Prosecutor

Neighborhood prosecutors are assigned to work directly in San Diego neighborhoods, partnering with the San Diego Police Department and various community organizations. The neighborhood prosecutors have offices at the San Diego Police Department's area stations, regularly attend community meetings to hear from community members and participate in developing long-term community solutions to misdemeanor crime problems. These include, but are not limited to prostitution, graffiti, noise violations, disturbing the peace, illegal street racing, alcohol offenses, and transient crimes.

Seven neighborhood prosecutors are assigned to six divisions of the San Diego Police Department (SDPD):

  • Chief Deputy City Attorney Regan Savalla, supervises the NPU.

  • Deputy City Attorney Terri Winbush is assigned to SDPD's Northern Division. Her target areas include Pacific Beach, Mission Beach, Mission Bay Park, and Clairemont.

  • Deputy City Attorney Paige Hazard is assigned to SDPD's Western Division. Her target areas include, Ocean Beach, University Heights, Linda Vista, and North Park.

  • Deputy City Attorney Dani Stroud is assigned to SDPD's Central Division. Her target areas include Barrio Logan, Golden Hill, Grant Hill, Logan Heights, Sherman Heights, Stockton, Downtown, Little Italy and Balboa Park.

  • Deputy City Attorney Kristin Beattie is assigned to SDPD's Mid-City Division. Her target areas include City Heights, College Area, Talmadge, Azalea Park, Normal Heights, Kensington and Rolando.

  • Deputy City Attorney Emily Garson is assigned to SDPD's Southeastern Division. Her target areas include Lincoln Park, Mountain View, Encanto, and Valencia Park.

  • Deputy City Attorney Karolyn Westfall is assigned to SDPD's Southern Division. Her proposed target areas include Otay Mesa, Nestor and San Ysidro. She is currently conducting a community needs assessment on quality of life crimes throughout Southern Division.
