2001 Accomplishments in La Jolla
Coast Walk
Changed original staff proposal by narrowing street, widening walking
paths and increasing parkland by up to 25 additional feet
Code Enforcement
Funded a full time resource protection team for District One, responding
immediately and aggressively to building violations and public complaints,
and taking on encroachments into view corridors and public access
ways
Cuvier Street Vacation
Supporting the Historical Society's proposal to vacate Cuvier Street
at Recreation Center to locate one or more historical cottages.
Demolition and Removal of Old Gas Station
Obtained public nuisance declaration, funded demolition by Alpha
Project of blighted structure on La Jolla Boulevard.
Fay Avenue Bike Path Encroachment Removal
Investigating and enforcing against illegal fencing and other encroachments,
including encampments. Turned back proposal for Class I bike path,
which would have required significant grading and paving.
Grunion
Intervened to stop potentially species-threatening beach grooming
practices. Initiated round table conference on beach ecosystems
to review and improve practices.
Historical Survey
Provided $50,000 to complete and expand previously non-funded historical
survey.
Illegal Grading Ordinance
Made motion to enact law with tough penalties for illegal grading.
Park and Recreation Department
Chairing effort to review city parks budget to ensure maximum performance.
Power Line Undergrounding
Provided swing vote to fund accelerated and aggressive program to
underground overhead utility lines, to complete entire city within
25 years.
Project SPLASH
Obtained funding to realign Fay Avenue with underground utilities
to support construction of community/school pool facility. Resisted
city staff efforts to derail project.
Renaming Ardath Road
Worked with CalTrans to rename Ardath Road to "La Jolla Parkway."
Sea Wall Removal
Supported Town Council effort to preserve bluffs in natural state
with narrower road.
Sewer System Improvements
With Mayor Murphy, led effort to triple rate of replacement of aging
sewer lines and to clean system in its entirety by 2003.
Signals Timing at Nautilus, La Jolla Scenic and Soledad Mountain
Road, Cardeno
Obtained funding to study, engineer and implement appropriate signalization
for improved intersection performance.
Site 653
Support continued designation as open space and future dedication,
with funding.
Staffing and Office
Hired and funded high quality office staff to serve La Jolla. Maintain
open door policy for La Jollans downtown.
Torrey Pines/Ardath Road Realignment
Evaluated and rejected alternatives to community-approved plan.
Village Cleanups and Plantings
Funded Alpha Project to perform as-needed cleaning, planting and
painting in La Jolla Village.
Windansea Plan
Provided additional $100,000 for completion of improvements; fought
for protections against staff consumption of donated funds.
