2002 Accomplishments in La Jolla

Completed and passed La Jolla Community Plan Up-date
Councilman Peters made completion of the La Jolla Community Plan Update a top priority for his first term in office. The plan has languished for over two decades and created confusion about land use issues in La Jolla. Through an extensive public review process, the plan was updated to reflect current environmental regulations, and the desires of the La Jolla Community. The new plan should lead to better consistency in land use decisions in La Jolla.

Began preliminary work on the La Jolla Shores and La Jolla P.D.O.
As the Community Plan advances through the Coastal Commission process, Councilmember Peters ensured that the Planning Department would take up the P.D.O.'s of La Jolla first and instructed City staff to begin meeting with the community.

Ardath Road interchange reconfiguration and water/sewer replacement project
On September 23, 2002, Mayor Dick Murphy and Councilman Scott Peters broke ground on the $8.9 million Ardath Road Project which will reconfigure the worst choke point and second most congested intersection in San Diego. The Ardath road intersection currently handles over 70,000 average daily trips. The reconfiguration project will reduce queuing by 65% and traffic delays by 60%. The Ardath Road project will realign the La Jolla Shores Drive/Torrey Pines Road and Ardath Road intersection by constructing medians on Torrey Pines Road and Ardath Road, and by closing the Ardath Road access road. Hidden Valley Road will also be realigned with the new intersection. Water and sewer pipeline replacement will occur concurrently, replacing 1,600-feet of water main, relocating approximately 1,200-feet of water main, relocating 4,700-feet of sewer main, and using trenchless technology to rehabilitate 1,200-feet of sewer main.

Approved Phase One of the Birdrock Traffic Calming plan
In April 2001, Councilman Peters worked with the Bird Rock Community Council and convened "Bird Rock Week," a series of town hall meetings to talk about increasing walkability on the Boulevard and in the neighborhoods. In 2002 the Birdrock Plan was completed and implementation is being overseen by a community group headed by Pam Wagner. The Birdrock Plan seeks to improve the quality of life of Birdrock residents by creating a more pedestrian friendly village atmosphere.

Turfed the field at Torrey Pines Elementary
As a youth sports coach and La Jolla parent, one of Councilman Peters top priorities is to increase available park space for children. Through a creative partnership between the City, La Jolla Youth Inc., and the City School District, La Jolla Elementary School's fields went from dirt to turfed fields. The new fields will be available to the school during school hours and to sports teams during the afternoon and weekends.

Undergrounding utilities are a top priority for Councilman Peters. This project will be completed in 2003.

Reconfigured and improved the intersection of La Jolla Scenic South and Cardeno Drive
This major intersection was poorly designed with lights that were not coordinated. Councilmember Peters funded the redesign and timing mechanisms to insure commutes are safe and efficient.

Paving Major Streets in La Jolla
Major portions of Prospect Street, Torrey Pines Road and Nautilus Blvd were re-paved in 2002.
Funded and began design work on three La Jolla Lifeguard Towers
With the passage of bonds to replace the old and inefficient Lifeguard Towers, Councilmember Peters is working to protect the safety of beach goers. The towers in La Jolla will be designed with community input during the first months of 2003 with construction set to begin after the summer.

Funded the traffic signal at La Jolla Blvd. and Palomar.
This badly needed light is in the design phase and will be operational by the end of 2003.

Began review of the Wilber Smith parking study
Councilman Peters believes that La Jolla needs a solution to its parking problems. He has begun a community based process to find a solution to a problem that has been talked about in the community since the 1970's. Councilman Peters is on record as being opposed to parking meters in the village. Read Article by Councilman Peters
