Black Mountain Road Traffic Improvements

New Speed Equipment for Rancho Peñasquitos

When the "loop road" opened in 1999, Black Mountain Road experienced significant increases in traffic volumes, noise and speeds, particularly from construction trucks. Councilman Scott Peters recognized this significant quality of life impact and worked to complete the Camino Del Sur Interchange 3 years ahead of schedule as an alternative route for those trying to access Westview High School and Carmel Valley Road. Councilman Peters has also worked hard to open the SR56 freeway, which will open in July of 2004.

Councilman Peters has also taken the following steps to combat traffic on Black Mountain Road and increase pedestrian safety:

  • Accelerated the completion of the interchange at Camino Ruiz and SR 56 by three years. The early opening of the interchange has reduced traffic on Black Mountain Road by fifty percent and give construction trucks an alternative access to their construction sites.
  • Provided an additional left turn lane and extended the turn pockets on Carmel Valley Road to Camino Del Sur to help with peak morning traffic flows heading west and to the new Westview High School.
  • Requested the City Manager work with city staff and developers to accelerate the widening of Carmel Valley Road currently scheduled for 2006/07. This would help to reduce the congestion on Black Mountain Road as people head west, particularly in the morning.
  • Worked with police department to increase enforcement. Councilman Peters secured a new radar gun and speed trailer for dedicated use in Rancho PQ.
  • Lowered the speed limit on Black Mountain Road from 45 to 40 mph.
  • Installed oversized neon school signs on Black Mountain Road at Adolphia and Oviedo.
  • Installed Botts dots for east-bound traffic approaching the curve at Carmel Valley Road and Black Mountain Road.
  • Installed "No Turn on Red" sign for eastbound traffic on Oviedo Street at Black Mountain Road.
  • Traffic light at Maler and Black Mountain Road installed ahead of schedule.
  • Held a Slow Down Rally: helped the PQ town council get new "Slow Down Around Town" signs made.
  • Sent slow down letters reminding all drivers to be aware of children and safety. Distributed to all schools who sent them home with the kids.
  • Installed red curb on Defreitas Avenue at Black Mountain Road for better visibility.
  • "No Parking" signs installed on the west side of Black Mountain Road between Oviedo and Defreitas to help improve visibility.
  • Re-timed signals to increase pedestrian walk time at Black Mountain Road and Maler and at Black Mountain Road at Park Village and Adolphia Street.
