Torrey Highlands / Black Mountain Ranch Community Park Breaks Ground
On January 24, 2004 Councilman Scott Peters was joined by Mayor Dick Murphy, Ellen Oppenheim, Director of Parks and Recreation, and David Stern with Santaluz Corporation for the groundbreaking on the 30-Acre Community Park that will serve t he communities of Torrey Highlands, Black Mountain Ranch, and Rancho Peñasquitos .
The project broke ground two years ahead of schedule due to a collaborative effort between the City and Santaluz. The park will be developed in Phases with Phase 1 consisting of 4 ball fields, 3 soccer fields, a picnic area, restroom and tot lot areas. Phase II will include additional soccer fields in the eastern section of the park, basketball courts, and an additional Tot Lot. Phase III will include a recreation center building and a pool facility. The first phase will cost just over $6 million and will be built and funded by the developer of Santaluz / Black Mountain Ranch. Construction is expected to be completed early next year.
