2002 Accomplishments and Goals

Governor Drive Tree Program
In September, 2002 Councilman Peters and volunteers from the University City Community Association (UCCA) walked door-to-door along Governor Drive, asking residents to participate in this program. As a result, 57 new trees were planted in the parkways along Governor Drive. Councilman Peters was able to find the funding to offer these free trees and the UCCA was instrumental in getting the neighborhood to participate. View photos.

UC Beautification Program
This program was developed through a collaboration between Councilman Peters and the University City Community Association. The program seeks to improve the quality of life in South UC by fostering community identity by improving the appearance of public areas. The program is centered around the heart of the UC community, on Governor Drive between Regents and Genesee and has been broken down into phases. The first phase was the Governor Drive Tree Program. On November 14th, Councilman Peters joined the UCCA at their general meeting to kick-off Phase Two. The focus of the second phase will be on landscaping and community identification. The first meeting was held to introduce the program and gather information from the community and the second meeting will provide residents the opportunity to decide what they would like the project to look like. Councilman Peters was able to find some funding to get this program underway, and has enlisted the help of some landscape architects and other professionals to help develop a plan. Learn more.

Standley Tot Lot
On July 4, 2002 Councilman Peters broke ground with the community on a new play area in Standley Park. In order to build the project as soon as possible, Councilman Peters allocated $139,000 in District 1 Park Bonds and the Standley Recreation Council, under the leadership of Cathie Lester, was able to add over $12,000 through a successful fund raising campaign. Installed Stop Light at Stadium Street and Governor Drive
After receiving letters from the Spreckels Elementary PTA, Girl Scouts and concerned parents, Councilman Peters was able to have City staff make this stop light a priority. The intersection is now safer for Spreckels Elementary students who cross Governor each day to attend school. View photos.

University City Community Clean-up
On May 18, 2002 Councilman Peters and his staff joined over 50 volunteers from the University City Community Association to help clean-up the neighborhood. Participants walked Genesee Avenue, Governor Drive and Regents Road, picking up trash and pulling weeds. View photos.

UC Tree Distribution
As a result of Councilman Peter's allocation of Community Development Block Grant (CDBG) funds, The People for Trees, a community-based tree planting organization, was recently able to donate 70 trees to the University City community. There were over 25 different trees to choose from and the UCCA volunteered to coordinate the program with the community.

Stop Sign at Goldenhaven
Congregation Beth Israel asked for Councilman Peters assistance when they met resistance from the Traffic Engineering Department on their stop sign request. Students attending the Congregation's school were having a difficult time crossing the street because of speeding cars. After the Congregation gained the support of the University City Planning Group, Councilman Peters was able to persuade City staff to install the stop sign.

Doyle Park Off-leash Area
In June, the San Diego City Council voted to support the creation of an off-leash dog area in Doyle Park. The area will be located in the north eastern corner of the park near Cargill Street, will consist of 0.90 acres and will separated into two areas, one for large dogs and one for smaller dogs. In addition, through the successful fund raising efforts of some local dog owners, the off-leash area will now have turf. The park will be officially opened on February 8, 2003.

Traffic Improvements in University City:
• Installed a stop sign at Genesee Ave. at Radcliffe Lane.
• Raised existing stop signs at Cather Ave./Gullstrand and Florey Street.
• Installed an END sign along with red marker sign at the northern terminus of Regents Road north of Lahitte Court (at the request of the community). Also installed two rows of rumble strips approaching dead end.
• Installed a red zone for driveway clearance at 8465 Regents Road, and 3800 block of Radcliffe Lane.
• Installed a red zone to improve visibility at Cather Ave/Gullstrand at Florey Street, and Governor Drive at Kantor Street.
• Stop sign installed at the intersection of Towne Center Drive and Westerra Court.
• All-way stop at Marindustry Drive and Miramar Place.
• Stop sign at Renaissance and Goldenhaven.
• Traffic Signal installed at Governor Drive and Stadium Way.
