One Paseo Project

Kilroy Properties has proposed a multi-use project located in Carmel Valley on Del Mar Heights Road between El Camino Real and High Bluffs Drive. The project proposes a mixed-use development of approximately 1,454,000 square feet of commercial retail, commercial office, a cinema and 608 multi-family residential units and is requesting a Rezone of the Carmel Valley Planned District to create a new Mixed-Use Center Zone. Several local Community Planning Groups have expressed concern about the high density of the project, improper zoning and anticipated traffic impacts.

The first City Council hearing regarding the One Paseo development project was on Monday, February 23, 2015. Despite the Planning Groups concern and opposition, the Council passed the item 7-2, with Sherri and Councilmember Emerald voting against the item. A referendum was then enacted, and the community gathered sufficient signatures to return the item to City Council.

The Referendary Petition Hearing was heard on Monday, May 18th, and the item was continued until Thursday, May 21, 2015. At that time, the Council will decide whether to rescind the previous approval of the project or send it to a citywide vote.

Council President Lightner would prefer that Council rescinding their approval of the project and send the developers back to work with the community to create a project that minimizes traffic and visual impacts. She is aware that the community wants an appropriate project at this site and is willing to work with the developer. Therefore, she does not feel that the City should spend taxpayer money sending a community-specific initiative to the ballot when a solution can be found on the community level.

New project documents that have been revised and posted since January 2015 include the Statement of Overriding Considerations, the Updated Errata to the Environmental Impact Report (EIR) and the Proposed Rezone to New Mixed Use Center PDO Zone. These documents can all be found on the Carmel Valley Community Planning section webpage.
