City Council Says Yes To Clean Air

Passes resolution urging the Governor and Legislature to support AB-1058

San Diego, California - Councilmember Donna Frye gained support today from Mayor Dick Murphy and six members of the City Council in approving a Resolution urging the State Legislature to support Assembly Bill-1058, which will require the State Air Resources Board to implement a program to reduce carbon dioxide emission from passenger cars and light-duty trucks in the State of California.

The bill would regulate tailpipe emission of carbon dioxide, which most scientists believe is the chief contributor to global warming. It would require the California Air Resources Board to write the regulations by January 2004 and put them into effect by January 2005.

"It is important we send a clear message to our State Legislature that it is time to seriously tackle the issue of air pollution," Frye stated. "The automobile industry will be sure to fight this measure, but I have confidence our State officials will do the right thing in supporting this bill."

On Wednesday, January 30, 2002, the State Assembly passed the bill 42 to 24. Now the bill will be introduced in the State Senate where it is expected to pass. Among the elected officials and other jurisdictions supporting the bill are; Honorable Diane Feinstein, Honorable Barbara Boxer, Honorable Susan Davis, Honorable Bob Filner, City and County of San Francisco, and City of San Jose.

The United Nations' Intergovernmental Panel on Climate Change has determined by the year 2010 global warming will increase global mean surface temperatures from three to eleven degrees Fahrenheit. They have also determined that it will raise sea levels up to three feet, cause the retreat of glaciers worldwide, and accelerate incidents of El Nino. The global warming is projected to have severe economic impacts to California's agriculture, fishing, aviation, tourism, construction, insurance, trucking, and skiing industries.
