Cynthia R. Harris
Council Representative & Policy Advisor
Cynthia Harris serves as Council Representative and Policy Advisor to Councilmember Emerald.
As Council Representative, Cynthia is proud to assist the District 9 communities of the College Area and El Cerrito. As Policy Advisor, she is responsible for advising the Councilmember on multiple policy issues spanning public infrastructure water, wastewater and streets, as well as appointments to Boards and Commissions and proposed development and public works projects. Cynthia also staffs Councilmember Emerald on the City's newly established Infrastructure Committee, manages the District 9 internship program and coordinates several of the Councilmember's outreach and communications programs.
A native San Diegan, Cynthia is a graduate of the University of California, San Diego - Warren College. Prior to joining Team Emerald, Cynthia worked in the public relations industry focusing on higher education, educational technology, and non-profits, following experience she gained at the Asian Business Association and the San Diego County Taxpayers Association.
In her spare time, Cynthia enjoys traveling, reading, baking, working out, and a great sci-fi/fantasy conversation. She is also a chocolate enthusiast.
