Specialty Accounting Division

Intergovernmental Agency (IGA) Section

The IGA Section of the Specialty Accounting Division is responsible for the accounting related to Special Revenue and Redevelopment Agency Funds. There is a Principal Accountant who oversees the Section, one Accountant IV, two Accountant III's, approximately five staff Accountants, and one Account Audit Clerk.

Responsibilities

  • Providing accounting services for the Redevelopment Agency, funds established through a Joint Powers Agreement (JPA) with other agencies outside of the City, the Community Development Block Grant (CDBG) program and numerous police, library and other miscellaneous grants. Accounting services include reviewing and approving payments and purchase orders for departments, updating and modifying departmental accounting structures, reviewing funds to ensure transactions have been posted correctly, and preparing quarterly financial reports. Services also include preparing year end closing entries and preparation of fund financial statements for inclusion in the Comprehensive Annual Financial Report (CAFR).
  • Preparation of the Annual Financial Report for the Redevelopment Agency, the City of San Diego/Metropolitan Transit Development Board Authority, the San Diego Geographic Information Source, and the Automated Regional Justice Information System.
  • Compiling expenditure data and required backup documentation for billing to various non-City agencies for services being performed by City staff or for grant reimbursable expenditures. This process ensures the City is receiving all of the revenue it is entitled to.
