Specialty Accounting Division
Proprietary and Fund Accounting Section
The Proprietary and Fund Accounting section operates as part of the Specialty Accounting Division. The main focus is to provide accounting services to all Enterprise and Internal Service Funds in the City of San Diego. We also provide accounting services for special funds and capital project funds, including transnet projects.
Enterprise Funds are funds in which the primary customer base are the citizens. They operate similar to a private business and use full accrual accounting. Two of these funds (Metropolitan Wastewater Department and the Water Department) issue separately audited financial statements. Enterprise funds include:
- Metropolitan Wastewater Department (MWWD)
- Water Department
- Airports
- Development Services
- Environmental Services
- Recycling
- Golf
- City Stores
- Internal Service Funds exist to provide services to other City of San Diego departments. These funds include:
- Central Stores
- Publishing Services
- Special Training
- Diversity
- Special Engineering
- Equipment Division
Special Funds are funds set up to track revenues and expenditures that are restricted for a specific purpose. These funds are numerous and generally only require limited accounting services.
Capital Projects Funds accounted for by the Proprietary Section are managed by the Engineering and Capital Projects Department and Park and Recreation Engineers and Project Managers. These funds are used to account for construction of permanent capital facilities. Projects include buildings, bridges, streets, and parks.
Accounting services provided to the above mentioned funds include:
- Review of purchase and payment requests
- Update and modify departmental accounting structure
- Review transaction postings to ensure accurate accounting
- Maintain Fixed Asset accounting records
- Prepare year end closing entries
- Prepare opening entries as approved by Appropriation Ordinance
- Prepare Fund Financial Statements for inclusion in the City of San Diego Comprehensive Annual Financial Report
- Preparation of Annual Financial Report (Water and MWWD)
- Preparation of Interim Financial Reports
