Project Submittal Requirements
The Project Submittal Manual has been created to make sure projects submitted for review include all of the information City staff needs to determine project conformance with:
- The Land Development Code
- City Policies
- State and Federal Regulations
Prior to beginning the preparation of a construction permit or mapping submittal, refer to the Important Steps to Project Approval in Section 1 (PDF) of this Manual for essential information that can save you time in the project submittal process. Section 1 will identify those projects that may be reviewed over-the-counter, as well as provide information to help you determine if other permits are required prior to the submittal for a construction permit.

You will be asked to initially submit various documents, plans and information regarding your project and make changes to those plans as review results are completed. Additional information or documents may be required by City review staff and would be specified for a subsequent submittal (Issues report and Submittal Requirements reports).

Submittals are made on the 3rd floor of the Development Services Department located at 1222 First Avenue in downtown San Diego. Appointments are recommended and can be made by phoning (619) 446-5300.
Please specify the type of appointment needed. "Engineering" for grading, public right-of-way permit, or mapping, "Building" for building, retaining wall, electrical, mechanical, or plumbing, or "Over-the-Counter"
