Land Development Manual

The Land Development Manual provides information to assist in the processing and review of applications. Volume I establishes requirements for the submittal of applications, including the identification of required fees and deposits. Volume II establishes development standards and guidelines used in the review of applications. The appendices include a number of manuals that were originally adopted in advance of the Land Development Manual. Each will be formally incorporated into the Land Development Manual at the time future amendments are processed.

Proposed Revisions to the Land Development Manual

Draft Guidelines for the Application of Historical Resources Board Designation Criteria and Notice of 30 Day Comment Period

The current designation criteria were adopted by the City Council in 2000 as part of the Land Development Code and associated Land Development Manual (LDM). The Historical Resources Guidelines of the LDM identifies the criteria under which a resource may be historically designated. It states that any improvement, building, structure, sign, interior element and fixture, site, place, district, area, or object may be designated a historical resource by the City of San Diego Historical Resources Board (HRB) if it meets one or more of the six designation criteria. The LDM does not currently provide guidance on the application of the designation criteria. However, the Municipal Code, Section 111.0206(d)(3) states that the powers and duties of the HRB includes adoption of specific guidelines for designating historical resources. This would extend to guidelines for the application of the adopted designation criteria.

The Guidelines for the Application of Historical Resources Board Designation Criteria will be included as Appendix E, Part 2 of the Historical Resources Guidelines of the LDM and shall be used when evaluating a resource's eligibility for listing on the local register. The criteria guidelines reflect a multi-year effort to solicit input from interested parties, including the Historic Resources Board and historic preservation consultants and professionals, as well as members of the public; and are intended to assist applicants in the understanding and application of the adopted designation criteria. The Historical Resources Board adopted the Guidelines for the Application of Historical Resources Board Designation Criteria on August 27, 2009 and recommended that they be included in the Land Development Manual. Please e-mail any comments to kmsaunders@sandiego.gov and include the words "historic designation criteria" in the subject line. The review period is 30 days from the noticed date on the Notice of Availability. Follow the links below to read the draft historic designation guidelines and the Notice of Availability.

This information concerns only phase-one revisions to the City's Landscape Standards. The draft revisions to the Landscape Regulations (Phase Two) will begin after Phase One and will also be made available for public review and comment.

Additionally, in compliance with California Water Conservation in Landscaping Act, additional standards have been incorporated that will apply to new construction including.
