Substantial Conformance Review (SCR) Amendments

This is a request for consideration of an amendment to Section 126.0112 (PDF: 23K) to elevate all Substantial Conformance Review decisions to Process Two (staff level decision appealable to Planning Commission). Currently, a Substantial Conformance Review decision outside the coastal zone is a Process One (staff level decision), and inside the coastal zone is a Process Two level decision. The SCR Review Amendments are scheduled for the City Council Committee on Land Use & Housing (PDF: 617K) on September 2, 2009, and Planning Commission (PDF: 388K) on September 10, 2009. City Council consideration of the amendments for adoption and the Coastal Commission Local Coastal Program Amendment certification process will follow.
