Carmel Valley Road Enhancement Project

The Torrey Pines Community Planning Board has been involved with the project since 1997. A Taskforce was formed to identify all relevant issues: explore a full range of alternatives; reaches a consensus on an enhancement plan that meets the community goals and recommend a project that is permitable and implementable. Since then the community continues to be part of the design effort and they were updated on a regular basis on project status.

Carmel Valley Road is two lanes collector that runs in east-west direction, parallel to the Los Penasquitos Lagoon. This area is heavily used by local residents, commuters, as well as visitors to the lagoon and the Torrey pines Beach. This project will enhance the 0.9 mile stretch between Via Mar Valle and Portofino drive.

Improvement of the project consists of bike lanes (north and south side), sidewalk on the north side, four foot pedestrian walkway on the south side, parking lanes, repair asphalt pavement; improve underground utilities, added new street lights, installation of new curb and gutters, new storm drains and landscaping.

The overall goal of the project is to improve the pedestrian and cyclist circulation and safety, reduce excessive speeds, manage increasing traffic volumes and congestion, control overflow beach parking during summer season, bring the roadway improvement to current standard design, and complete a missing link of the bike route.

The total project cost is $7,366,833 is being paid by combination of Development Impact Fee (DIF), Underground Surcharge Funds and TransNet.

Construction of the Carmel Valley Road Enhancement project started on July 18, 2006. Anticipate to complete construction the end of June.
