In 2000 the City began designing the extension of Carroll Canyon Road from Scranton Road to Sorrento Valley Road. In 2006, Caltrans proposed Direct Access Ramps at Carroll Canyon Road and the addition of High Occupancy Vehicle (HOV) lanes on Interstate 805 (I-805) from Carroll Canyon Road to the merge with Interstate 5, which redefined the scope of work for the Carroll Canyon Road project.
This project extends Carroll Canyon Road from Scranton Road to Sorrento Valley Road and is classified as a modified 4 lane collector roadway. In a cooperative effort with Caltrans, this project is a component of the overarching project to construct HOV lanes on Interstate 805 from immediately south of Mira Mesa Boulevard to the merge with Interstate 5, and will include Direct Access Ramps (DARs) at Carroll Canyon Road. By including the extension of Carroll Canyon Road as part of the Caltrans project, the City is presented with the opportunity to complete a vital roadway connection in the Sorrento Valley area which also provides regional connectivity.
This project will extend Carroll Canyon Road from Scranton Road to Sorrento Valley Blvd. By making this connection the project will also distribute the traffic for southbound 805 for the two on-ramps, so that more drivers have access to the southern on-ramp for southbound 805 and congestion will decrease on westbound Mira Mesa Blvd. The project will install HOV lanes from the merge (I-5/I-805 merge) to Mira Mesa Blvd. This project is also installing a Direct Access Ramp (DAR) onto Carroll Canyon Road so that drivers have access to HOV lanes on I-805. These components of the project will decrease congestion, and increase capacity on the interstate as well as the surface streets.
The total estimate of this project is $102 Million. The project has been identified to receive $18 Million in federal stimulus funds, $57 Million in Corridor Mobility Improvement Account funds, $11.7 Million contribution from City of San Diego and the remaining funds from Caltrans share of TransNET.
Caltrans is the lead agency for the project and will design and construct the project. The design is near completion and construction is scheduled late 2009 and will be open to traffic at the end of 2011.
