North Encanto Replacement Phase
Description
Originally installed in 1930, the Otay II Pipeline is one of the City's oldest water transmission pipelines. This 19 mile pipeline conveys water north and south between the Otay Water Filtration Plant and the University Heights service areas. The primary objective of the Otay II Pipeline Improvements Project is to maintain a reliable source of potable water through maintenance, repair, or replacement of the existing pipeline.
A condition assessment and capacity study report prepared in 2000 indicated that some sections of the pipeline were in good condition, some needed to be replaced, and some required additional corrosion protection. The study broke the project into eight phases; the North Encanto Replacement Phase is one segment of the overall Otay II Pipeline Replacement Project.
Construction Information
The North Encanto Phase will replace the existing 78 year old steel pipe with 7,600 feet of new 42-inch steel pipe. Because the pipeline exists between private properties, with very narrow easements, and crosses canyons with sharp grades and inaccessible slopes, the new pipeline will be moved to the City’s public street right of way. The old pipeline will be abandoned upon completion.
The new alignment will extend from the 65th and Herrick Pump Station, north on Otay Street, west on Brooklyn Avenue, and north on 60th Street to the intersection at Tooley Street.
Schedule
Construction will begin in the spring of 2008, and take approximately one year to complete. Normal working hours will be Monday through Friday, 7:00 a.m. to 5:00 p.m.
Cost
The total cost of this project is estimated at $13 million and will be funded by water rates and revenue bonds.
