Water and Sewer Pipeline Projects in Point Loma

Background

The City of San Diego has established an ongoing program to enact the federal EPA mandates to replace aging and deteriorating concrete sewer mains and cast iron water mains currently in service within the City. These replacements will increase the size of existing pipes to better serve the area, improve service reliability, reduce maintenance needs, and reduce the risk of future sewer main blockages, spills and water main breakages. The total construction cost for the Point Loma Area Water and Sewer Pipeline Replacement Projects is estimated at $30.3 million.

Construction Information

Construction crews will work in different areas throughout Point Loma. Not all work will occur in the same area at the same time. Construction teams are coordinating the work schedules in an attempt to maintain the flow of traffic and minimize impacts to the community. Please see the project location map for work areas.

*Slurry Seal vs. Asphalt Concrete (AC) Overlay Street Resurfacing

Sewer and water main replacement group jobs generally include the resurfacing of the streets impacted by construction. Streets will be resurfaced with a slurry seal or an asphalt concrete overlay. In most cases, trenches will be permanently capped with concrete, then a slurry seal is applied to the entire surface of the street. Slurry seal is a mixture of petroleum, sand, and a binder that helps the mixture adhere to the street. The slurry seal both protects the surface of the street and improves its appearance.

In some cases, when the condition of a street is very poor, a layer of asphalt will be laid over the existing surface. On streets and alleys with concrete surfaces, the trenches will be capped with new concrete. This new concrete cap may initially differ in appearance from the existing concrete, but will fade over time.

Other Projects

Utilities Undergrounding Project Block 2 J- Point Loma

In this project, 1.9 miles of overhead utility lines will be undergrounded servicing 266 private residences. The project includes the installation of 46 street lights, 45 shade trees, 35 curb ramps and streets will be resurfaced or slurry sealed curb-to-curb. The project schedule is as follows:

Mission Bay Sewer Interceptor System

This project will repair and improve the "low flow diversion" system around Mission Bay. This system diverts urban runoff with the most concentrated pollution into the sanitary sewer system for treatment, rather than allowing it to flow into the Bay as it once did. That runoff typically carries high levels of urban pollutants such as bacteria, pesticides, fertilizers and metals that are particularly harmful to water life. Construction began in September 2010 and is estimated to complete in May 2011. Estimated construction cost is $1.1 million.

Work Schedule

Please be advised that estimated construction dates are subject to change due to potential unforeseen circumstances. Normal work hours are Monday through Friday, 7:30 a.m. to 4 p.m. Residents and stakeholders will be notified of construction schedule via door hangers and the project webpage.

While precautions will be taken to minimize noise, debris, traffic and parking disruptions, you may experience some temporary inconveniences. During construction, you may be directed to take a detour when driving in the area. Crews will keep motorists moving safely through potential lane closures and detours in the work zones. Please observe all traffic signs and safety personnel in the area. Detour signs will be posted.
