SR-163 Sewer Pipeline Rehabilitation
Project Overview
The rehabilitation of the 45-year-old Cabrillo Trunk Sewer that runs through Balboa Park along State Route 163 involves installing a liner inside the existing sewer main by employing "trenchless technology." This rehabilitation method will save the City approximately $17 million and significantly reduce disruption to the community compared to the traditional open trench replacement method.
The portion of the Cabrillo Trunk Sewer affected by this project runs beneath or adjacent to State Route 163 from University Avenue on the north to 'A' Street on the south, a distance of 2.1 miles. The project will be performed by a private contractor and most of the work will be conducted at night. Due to the proximity of the trunk sewer to State Route 163, lane closures will be necessary during weeknight work and some full closures will be required during weekend night work.
SR-163 Partial and Full Closures
Single lane closures of State Route 163 will be necessary Monday to Friday from 8:00 p.m. to 5:00 a.m.
Full closure of both north and south bound directions is required Friday and Saturday nights from 11:00 p.m. to 9:00 a.m. During these times, SR-163 will be closed from Interstate 8 to 'A' Street. Detour signs will be posted to alert motorists of alternate routes.

Construction Finish: Summer 2011
Note: In May 2011, the project encountered a portion of the pipeline that was too damaged to slip line. This required the team to develop an alternative form of repair. Due to this unforeseen circumstance, the date of the project’s completion is yet to be determined. The weekly construction advisories will continue once the work resumes.

Cost
The value of the entire project is $4.8 million, which includes the lining of the Cabrillo Trunk Sewer along with the lining of smaller pipes in other neighborhoods of the City of San Diego.

Project Background
As part of their continuing efforts to reduce sewer spills into our sensitive canyons and coastal waters, the City of San Diego Public Utilities and Engineering and Capital Projects Departments are embarking on a project to rehabilitate the 45-year-old Cabrillo Trunk Sewer that runs through Balboa Park along State Route 163. This project will restore the structural integrity of the pipe, inhibit root infiltration, reduce maintenance costs and extend the life of the sewer main for another 50 years.
