Contractor Pre-Qualification ProgramUnder San Diego Municipal Code §22.3224(a), contractors desiring to bid as a prime contractor for City of San Diego public works projects valued at over $250,000 must be pre-qualified for financial resources, technical expertise, experience, a satisfactory record of past performance and compliance with the law. The Contractor Pre-Qualification Program which was last updated in September of 2009 has been established for this purpose. As part of the recent updates, please note that the compiled financial statement has been discontinued. Also, firms which submit reviewed financial statements will have their maximum bidding capacity (MBC) capped by their bond and in no case will it exceed $15 million. Firms seeking an MBC greater than $15 million will be required to submit audited financial statements. Their MBC will be determined by the current review process. Furthermore, industry’s standard surety bond status forms will be directed to a single point of contact i.e., Field Engineering Division. In order to become pre-qualified, the Pre-Qualification & Contractor Standards questionnaire, prior construction projects completed (references), current bond letter and complete financial statements must be submitted for review and scoring. Once pre-qualified, contractors will retain that status for one year following notification of qualification. The range of projects on which the contractor will be pre-qualified to bid is determined by the type of financial statements submitted. Please see the table below:
The process for pre-qualification involves:
Complete and accurate answers to the questions in the Pre-Qualification & Contractor Standards questionnaire are required. These documents will be the basis of rating contractors with respect to the size and scope of contracts for which contractors are qualified to bid. The City of San Diego reserves the right to check other available sources. Omission of requested information can result in automatic disqualification. The pre-qualification program packet documents are not public records, subject to the Public Records Act, and are not open for public inspection. All information provided will be kept confidential to the extent permitted by law. The City of San Diego reserves the right to reject any and all Pre-Qualification & Contractor Standards questionnaires and to waive any irregularities in the information contained therein. Each Pre-Qualification & Contractor Standards questionnaire, and any other submitted pages, must be signed under penalty of perjury by an individual who has the legal authority to bind the contractor on whose behalf that person is signing. If any information provided by a contractor changes, the contractor must immediately notify the City of San Diego and provide updated, accurate information in writing and under penalty of perjury. The completed pre-qualification program packet, consisting of the Pre-Qualification & Contractor Standards questionnaire, construction projects completed, current bond letter and current financial statements must be sent to:
