User Fee Adjustments for City of San Diego

The City's User Fee Policy 100-05, which was adopted by the City Council on March 10, 2009, provides guidelines for establishing a comprehensive user fee schedule and requires that the full cost of services be identified and all fees be categorized according to the level of cost recovery. The Policy requires all existing fee levels be in line with service costs to ensure that all reasonable costs incurred in the provision of services are being 100% recovered.

The cost recovery calculations are based on direct and indirect costs for all fees in order to accurately calculate the cost of providing services. Direct costs are those that can be fully attributed to providing a specific service.

The user fees will be adjusted as shown in the table below effective July 1, 2012. This action will be discussed at Budget and Financing Committee on April 25, 2012 at 9:00am located at 202 Street, San Diego, 12th floor committee room. This action will adjust user fees in Transportation and Storm Water Department to be cost recoverable.

General Information

Pedicabs are a popular mode of non-motorized transportation for residents and tourists alike throughout the City of San Diego. In response to concerns due to the increasing prevalence of pedicabs, the City of San Diego has enacted new regulations governing pedicabs, owners, and operators.

The main purpose of these regulations is to protect the health, safety, and welfare of the general public and passengers using pedicabs. The intent of these regulations is to further facilitate the orderly flow of traffic and to relieve congestion and traffic hazards associated with pedicab use.

The City's pedicab ordinance was amended on 9-11-2009 (effective 10-11-2009), by Ordinance No. 19898 and is printed in the San Diego Municipal Code Chapter 8, Article 3, Division 1. For the users' convenience a copy of the ordinance is posted below. Also posted below are the processes for obtaining pedicab operator's and vehicle permits.

Pedicab Vehicle Permits (Decals) Are Not Transferable!

Applications for human powered vehicle permits (decals) and applications for human powered operators permit for calendar year 2012 will be available at Transportation Engineering Division, 1010 Second Avenue, Suite 800, San Diego, CA 92101 on December 15, 2011. The application process details are attached below.
