How the Red Light Photo Safety Program Works

The RLPS system operates using two cameras and two sensors which are buried in the pavement prior to the intersection. Once the signal turns red, the system is activated and will recognize a vehicle which trips the sensors and travels into the intersection, past the limit line. The dual camera system photographs the vehicle from the front as well as from behind. The first set of photos show the vehicle prior to entering the intersection after the light has turned red. The second set of photos show the vehicle progressing through the intersection while the light is red. The cameras record the date, time, location, speed and length of time elapsed since the light turned red.

This system is designed to operate only when the signal has turned red. A motorist who is caught in the intersection while the signal light is yellow will not be photographed. In addition, the Grape Street at North Harbor Drive intersection will be equipped with video technology which will capture 12 seconds of video. The video will show the violator entering the intersection after the light turns red.

A close-up photograph of the driver and the vehicle's front and rear license plate will be used for identification purposes. An automated citation is reviewed by a San Diego Police Officer and once it is verified, is mailed to the registered owner of the vehicle. The citation includes an affidavit for the registered owner to complete if that owner was not the one driving the vehicle at the time of the alleged violation.
