Lead Safe Neighborhoods Program Overview

Lead Safe Neighborhoods Program Services Include:

Liaison
Serves as the primary liaison for connecting the community with resources to prevent lead poisoning.

Outreach
Provides outreach to increase awareness about the dangers of lead and how to ensure lead-safe homes.

Training
Provides training on lead-hazard awareness and lead-safe work practices to contractors, property owners, childcare providers, parents, tenants and property management.

Lead-hazard Investigation
Responds to lead-hazard tips and complaints and works with the property owner or contractor to make the home safe.

Lead-hazard Removal
For qualified* residents who live in a home built before 1979, two services are offered:

  • lead-hazard assessments, and
  • lead-hazard removal.

*Residents must qualify as low income, and there must be a child below the age of seven spending at least 30 percent of his or her time in the home.

These services are provided in partnership with the San Diego Housing Commission.

Blood Testing
Provides vouchers for free blood-lead tests for children if they are not covered by any other health program.

LSNP is administered by several City departments and a City agency, including: the Environmental Services Department (ESD), the City Attorney's Office/ Neighborhood Code Compliance Department, the Development Services Department and the San Diego Housing Commission. ESD has the overall coordination responsibility.

ESD staff members associated with the LSNP are certified by the State of California to perform inspections and project monitoring related to the safe abatement of lead hazards.
