for members of the public to address the Commission
on items of interest within the jurisdiction of the
Commission.
Comments are limited to no more than three minutes
per speaker. Submit requests to speak to the City
Clerk prior to 5:00 p.m. Pursuant to the Ralph M.
Brown Act, no discussion or action, other than a
referral, shall be taken by the Commission on any
issue brought forth under "Non-Agenda Comment." |

Commission Procedures - Complaint, Investigation and Enforcement Procedures
Discussion and possible action regarding creation of Commission rules and
regulations regarding complaint, investigation and enforcement procedures
for presentation to City Council.
San Diego Municipal Code section 26.0401 states that the purposes of the
Commission shall be to monitor, administer, and enforce the City's
governmental ethics laws, propose new governmental ethics law reforms,
conduct investigations, refer violations to appropriate enforcement a
gencies, audit disclosure statements, and advise and educate City officials
and the public about governmental ethics laws. San Diego Municipal
Code section 26.0414 provides more detail about the duties and
responsibilities and the Commission; and empowers the Commission
to adopt rules and regulations, subject to approval of the City
Council, to carry out those duties and responsibilities. |

Ethics Ordinance
