Lisa Celaya, Policy Analyst
Lisa Celaya joined the Office of the Independent Budget Analyst (IBA) in January 2007 as a Fiscal & Policy Analyst. Lisa is the IBA's representative to the Public Safety & Neighborhood Services Committee and provides analysis of issues pertaining to the City's public safety departments, including Police, Fire-Rescue, and the Office of Homeland Security. Lisa is also responsible for analysis associated with the Redevelopment Agency and the Housing Authority.
Lisa has worked for the City of San Diego since 1999 in a variety of budgetary and financial positions. Most recently, Lisa was the Supervising Management Analyst for the General Services Department, overseeing department-wide financial issues, coordinating and providing analytical support for all of the department's Business Process Reengineering efforts. Lisa has also held analytical positions in the Facilities Division of General Services, the Storm Water Pollution Prevention Division, and the Financial Management Department.
Lisa has a Bachelor's degree in Business Administration, with an emphasis in Accounting, from San Diego State University and a Master's Degree in Public Administration.
