Elaine DuVal, Fiscal & Policy Analyst
Elaine DuVal joined the Office of the Independent Budget Analyst (IBA) in January 2007 as a Fiscal & Policy Analyst. Elaine's primary responsibilities are to provide support to the City's Budget Committee, including coordination of periodic financial reviews, and to provide analysis of issues pertaining to financial policies and practices, and the City's Park & Recreation, Library, and Information Technology and Communication Departments.
Elaine has over 15 years of experience with the City of San Diego in budget and municipal finance positions. Most recently, Elaine was the Redevelopment Finance Specialist for the City's Redevelopment Division, overseeing the specific budgets for eleven redevelopment project areas throughout the City, and coordinating the issuance of short and long-term debt for the Redevelopment Agency for the past six years.
Prior to that, she held the positions of Supervising Management Analyst with the Financial Management Department, and
Economist with the Financing Services Division. Elaine has a Bachelor's degree in Economics from the University of California
at San Diego.
