Tom Haynes, Fiscal & Policy Analyst
Tom Haynes is a Fiscal & Policy Analyst with the
Office of Independent Budget Analyst (IBA).
Tom is the IBA's representative to the Natural
Resources & Culture Committee, and provides
analysis on issues pertaining to the City's public
works departments, including Water, Sewer and
Environmental Services. Tom also provides analysis
of the City's General Fund tax revenues.
Prior to joining the IBA, Tom was a revenue analyst in
the City's Financial Management Department, where
he was responsible for forecasting the City's General
Fund tax revenues, including property tax, sales tax and
transient occupancy tax. An employee with the City of
San Diego since 2002, Tom also worked on the City's
first Multi-Year Financial Forecast, provided analysis of
complex state legislation including the Triple-Flip and
the VLF-property tax swap, and closely monitored economic
condition at the local, state and national levels. Tom has a
Masters degree in Economics and Bachelors degrees in
Economics and Political Science from San Diego State University.
