Jeff Kawar, Fiscal & Policy Analyst

Jeff Kawar joined the Office of Independent Budget Analyst (IBA) in August 2006 as a Fiscal and Policy Analyst. Jeff is the IBA's representative to the Citys new Audit Committee, the Disclosure Practices Working Group, and provides analysis of issues pertaining to the City's financial departments.

Jeff has 17 years of experience with the City of San Diego in fiscal, managerial and municipal finance positions. Specifically, he has served the City in the following capacities: Economist with the Financial Management Department, Assistant Investment Officer with the City Treasurer, Special Districts Program Manager with the Financing Services Division, Deputy Director of the Economic Development Division and Supervising Economist with the Debt Management Department. Jeff has a Masters degree in Business Administration with an emphasis in Finance and a Bachelors degree in Economics from San Diego State University.
