Seth M. Gates
Fiscal & Policy Analyst
Seth Gates joined the Office of the Independent Budget Analyst (IBA) as a Fiscal & Policy Analyst in October of 2011. Prior to coming on board Seth worked in the City of San Diego Financial Management Department as a Supervising Analyst, primarily responsible for forecasting major revenue receipts for the City’s General Fund.
Before entering public service, Seth worked in various roles in private business. These positions included Private Equity Analyst for Smith Barney, CMBS Analyst for a privately held firm, and Financial Director for an insurance brokerage firm.
Seth attended Ashland University in Ashland, Ohio on academic and athletic scholarship, earning his bachelor’s degree in finance with a minor in economics.
