Penni Takade, Deputy Director
Penni Takade is the Deputy Director responsible for department operations, as well as analysis related to post-employment benefits and state and federal legislative programs. Prior to this appointment, Ms. Takade was the IBA's Legislative & Policy Analyst and has served as the consultant to the Rules, Open Government & Intergovernmental Relations Committee and as the analyst for the Public Safety and Neighborhood Services Committee.
Ms. Takade has worked for the City of San Diego since 2000 as an analyst with the Financial Management Department. Ms. Takade helped develop the City's first Multi-Year Financial Forecast, led
the department's new Pension Team, served as Lead Revenue Analyst, and analyzed operational budgets
from a variety of City departments.
