Kelly Broughton Mr. Broughton is a Pennsylvania State University graduate and registered Landscape Architect. He has over seven years of planning, civil engineering, and landscape architectural design and construction experience with a private design firm in Massachusetts. For the past 20 years, he has held management positions in San Diego's Planning, Engineering & Capital Projects, and Development Services departments. He's currently the Director of the City's Development Services Department.
