Elmer Heap is the Deputy Chief Operating Officer for Community Services. He is responsible for oversight of the City’s Customer Services, Environmental Services, Library, and Park and Recreation Departments. Heap has served the City of San Diego in various capacities for 21 years. He worked in the City Attorney’s Office in positions ranging from a Deputy City Attorney in the Criminal Division to the Head Deputy City Attorney in the Civil Division. He was lead legal advisor in the Environmental Services Department beginning in 1991. In July 2003, Heap was appointed to the position of Assistant Director of the Environmental Services Department, and in March 2004, took over as the Department Director. He graduated from California Western School of Law in 1987 and Brigham Young University in 1984. Heap is on the Board of Directors of “Keep California Beautiful”, and is the President of the United States Conference of Mayor’s Municipal Waste Management Association. |
