David Jarrell is the Deputy Chief Operating Officer for Public Works. He is responsible for oversight of the City's Engineering & Capital Projects, Environmental Services, General Services, Real Estate Assets and Storm Water departments. Jarrell oversees the City's public works operations, including street, storm drain, facilities, heavy equipment and vehicle maintenance. He also oversees the design and construction of the City's capital improvement program; the City's solid waste collection and disposal operations; energy efficiency and conservation; management of the City's real estate portfolio; and operations of the City's two airports. Jarrell served in several public works and construction management positions with the U.S. Navy, followed by eight years in engineering consulting. He has a B.S. in Civil Engineering from Ohio State University and a Masters in Civil Engineering from Purdue University. Jarrell is a registered civil engineer in five states including California. |
