Homeless Assistance Agreement
Local homeless service providers were brought to the table early in the reuse planning process. A representative of the provider community served as a member of the Reuse Committee and chaired the Homeless Assistance Subcommittee, which brought together a coalition of providers to submit a single coordinated plan.
Residential development was severely limited, and maintaining the remaining marketable property had become a necessity for City reuse. Ultimately, citing the need for economic development, the City Council recommended that no land at NTC be designated for homeless facilities.
Instead, a homeless assistance plan was agreed upon committing $7.5 million to the coalition of providers who will use the funds to provide facilities for the homeless near NTC. In June 1997, the U.S. Department of Housing and Urban Development approved the homeless assistance plan (Appendix D of the NTC Reuse Plan).
