Minutes:
Stephen Hill, Assistant to the Mayor, gave Mayor's Office introduction
Neil Arthur, Chair, called the meeting to order
Introductions of Advisory Committee Members
Background
Gail Goldberg, City Planner, gave background and history of the Naval Training Center.
She also presented the Navy and the City of San Diego's process in conveyance of the
property. The purpose of the Reuse Plan will be presented at the next meeting.

- Current Status
Schedule
Marcela Escobar-Eck, NTC Reuse Project Director, presented the current status of the
project. This included the schedule, the conveyance of the property, and McMillin's
role as the Master Developer. Marcela introduced Kathy Riser and Megan Conley
with McMillin and PJ Fitzgerald with the City of San Diego. Discussion.
Disposition and Development Agreement
Marcela Escobar-Eck indicated negotiations were moving along fairly well. She
would report back at the next meeting with more information.
Entitlements
PJ Fitzgerald, City Development Project Manager, explained what is involved in the
entitlement process (Local Coastal Program, Precise Plan Zoning, Vesting Tentative
Map, Master Planned Development Permit, Design Guidelines, Environmental
Review). She also discussed the project review process and the schedule.

McMillin Status of Implementation
Kathy Riser, McMillin Project Manager, presented McMillin's status of
implementation and listed the Core Team consultants and their roles. Discussion.

Parks
Marcela introduced June Dudas, Assistant to the Director
June Dudas gave a brief presentation regarding Parks role in the process and
recommended a motion to implement a Park Subcommittee with Celeste Weinsheim as
the Chairperson. This Subcommittee will meet approximately every two to three weeks.

Set Calendar
The Citizen's Implementation Advisory Committee will meet the second Wednesday of
each month from 9:00 a.m. to 12:00 p.m. A tour of the Naval Training Center was
scheduled for the March meeting for those who are interested.
Public Comment
1. Karel Ryan, representing the neighborhood - Karel's concerns were mentioned during
the meeting and she will continue to attend. She has no specific questions at this
time.
2. Linda Sheridan, representing San Diego Cultural Arts Alliance - Linda's concerns are
the Reuse Plan, Historic Core, and Regional Arts and Culture Complex.
