The Mayor's Office of Ethics and Integrity will offer mandatory ethics training, which will focus on the City's Code of Ethics (Council Policy 000-4 (PDF)), Code of Ethics and Conduct (Personnel Manual G-1), Conflict of Interest and Employee Conduct (Government Code §§ 87100 et seq.; AR - 95.60 (PDF)) and other ethics-related policies and regulations affecting classified City employees. This training will also include instruction and guidance in values-based ethics for all City employees (classified and unclassified). This training is designed to improve each employee's understanding of ethics with the purpose of strengthening his/her ethical decision-making skills. Interactive, experiential processes will be embedded in these trainings to enable employees to discover shared values and link these values to a decision-making process that enhances individual and organizational accountability and action.
It should be noted that the City of San Diego, through the Ethics Commission, also, currently provides mandatory training on the Ethics Ordinance (Chapter 2, Article 7, Division 35 (PDF) of the San Diego Municipal Code) for elected officials and their staff and for all unclassified City managers. This training is not offered to classified employees. The Ethics Ordinance includes provisions which parallel many of the laws contained in the state's Political Reform Act, as well as many other provisions designed to ensure that local officials adhere to certain ethical standards. The Ethics Ordinance also contains information concerning standards of disclosure designed to avoid conflicts of interest and/or the appearance of conflicts of interest and prohibitions regarding the misuse of City resources and activities incompatible with public service.
