Otay Mesa Community Plan Update

About the Update

The Otay Mesa Community Plan Update has been in process since 2001. In 2004, the City entered into an understanding with a coalition of development interests, called the Otay Mesa Planning Coalition, to expedite work on the update in exchange for technical assistance. Work on the update accelerated with technical and planning work, public outreach, in-depth community planning group meetings, roundtable sessions and a series of focused issues Planning Commission workshops. Draft land use scenarios, along with the adopted community plan land use plan, were prepared for public review and analysis. The Otay Mesa Coalition generously supported the planning effort through the provision of funding resources for technical studies associated with the update. In the summer of 2007, the City determined to fund the remaining work needed to complete the community plan, environmental impact report and technical studies for the update.

Work has continued on the draft plan, technical studies, and zoning program with internal reviews and input by many of the City’s departments. It is anticipated that a draft plan will be available through the website for public review and comment in the Spring of 2011.
