Balboa Avenue Revitalization Action Program

Photo of The Balboa Avenue Citizens Advisory CommitteeThe Balboa Avenue Revitalization Action Program (RAP) is the product of nearly nine years of community meetings, workshops and field observations, involving dozens of residents, planners, engineers and public officials from a variety of organizations, agencies and City departments. A group of citizens, the Balboa Avenue Citizens Advisory Committee (BACAC), has assumed a leadership role in attracting broad segments of the community and professional staff in the development of the Balboa Avenue RAP. The analysis, design concepts, recommendations, and implementation measures included in the Balboa Avenue RAP are intended to implement the Clairemont Mesa Community Plan by transforming the Balboa Avenue corridor into a pleasant and inviting environment for pedestrians, bicyclists and automobiles alike. Implementation of the Balboa Avenue Revitalization Action Program:
Over the past several years, the Balboa Avenue Citizens Advisory Committee has worked with the City's Engineering and Capital Projects department and Council District 6 to develop the Balboa Avenue Streetscape Improvements Project, a comprehensive median enhancement and beautification program. With construction commencing in late winter 2006, this streetscape improvement project is expected to be completed by fall 2006. Improvements will include: landscaped medians with irrigation systems, decorative cobble paving, public artwork, community sign improvements, extension of turn lanes, as well as other enhancements, along an approximate 3.3 mile stretch of Balboa Avenue from Interstate 805 to Interstate 5.

Along with the streetscape improvement project, another implementation effort of the RAP is the Balboa Avenue Corridor Improvement Project to bring the corridor into compliance with City street standards and improve pedestrian and bicycle connections. With safety as its primary goal, this project will consist of a number of physical improvements in accordance with the community's vision to create an environment that encourages walking, bicycling and an overall sense of community. Preliminary engineering was completed in Fiscal Year 2003 and further project design is under way.

In addition to the two implementation projects listed above, implementation of the remaining recommendations in the Balboa Avenue RAP will be dependent upon a coordinated public/private funding partnership, leveraging City and private funding and improvements, along with state, federal and other grant funds. Beyond the specific implementation actions proposed in the document, it is the objective of the Balboa Avenue RAP to foster quality design and development throughout the Balboa Avenue corridor.

Let the Improvements Begin!

Photo of the Groundbreaking CeremonyOn March 2, 2006 , Mayor Jerry Sanders joined Councilmember Donna Frye and members of the Clairemont community to officially kick-off the construction process for the Balboa Avenue Streetscape Improvement Project. Also on hand for the groundbreaking ceremony were members of the BACAC, including current Chair Billy Paul and Chair of the Landscape Subcommittee Billie Hame, as well as community residents, including former Clairemont High School student Jade Fabares, who under the direction of art teacher Laura Berlin and former BACAC Chair Tom Alspaugh, created the artwork which is to become part of the improvements. The Project is the result of a combined effort of the City of San Diego ’s Engineering & Capital Project’s Department, Council District 6 and the Balboa Avenue Citizen’s Advisory Committee and is the first step in the implementation of the Balboa Avenue RAP.
