Public Service Announcement Regarding Meeting Access:

Until further notice, Historical Resources Board meeting will be conducted pursuant to the provisions of California Government Code section 54953(a), as amended by Assembly Bill 2249.

The Historical Resources Board will be participating in-person and the meetings will be open for in-person testimony.  Additionally, we are continuing to provide alternatives to in-person attendance for participating in Historical Resources Board meetings.

The Public is encouraged to subscribe to receive meeting agendas.

In lieu of in-person attendance, members of the public may also participate and provide comment via telephone, ZOOM, using the Historical Resources Board webform,  or via U.S. Mail of written materials.

Senate Bill 343 (Late-Arriving Material): Pursuant to California Senate Bill 343 (Section 54957.5(b) of the Brown Act), late-arriving documents related to Historical Resources Board meeting agenda items that are distributed to the legislative body prior to and during the Historical Resources Board meeting are available for public review at the Development Services Department Building, 1222 First Avenue, 1st Floor, San Diego, CA 92101.  This relates to those documents received after the agenda is publicly noticed and during the 72 hours prior to the start of the meeting.

Please note: Approximately one hour prior to the start of the Historical Resources Board, the documents will be available in the entrance of the HRB meeting location identified on the Agenda in a binder labeled “Late-Arriving Materials.”  Late-arriving materials received during the Historical Resources Board meeting are available for review by making a verbal request to Legislative staff.

 

The Historical Resources Board is the appointed body with authority over historical resources in the City of San Diego. Duties and responsibilities of the Board, as listed in Section 111.0206 of the San Diego Municipal Code, include designating individual historical sites, establishing historical districts and reviewing development projects that may affect historical resources. The Board prepares an annual report of its activities and participates in many other voluntary historic preservation programs and events in the various communities of San Diego.

Historical Resource Board members are volunteers appointed by the Mayor and confirmed by the City Council. Board members are subject to the California Political Reform Act and the City's Ethics Ordinance and are required to file Statements of Economic Interest. They must disclose any conflicts of interest and recuse himself or herself from the meeting if necessary.

Historical Resource Board members are also subject to due process requirements and must conduct meetings in an impartial manner. Therefore, it is inappropriate to contact a Board member to discuss any item that will come before them in a meeting as an action item. If such contact occurs, the Board member may be subject to recusal from that item.

Meetings typically occur on the fourth Thursday of each month at 1 p.m., unless changed due to holidays or for other reasons.
