City Releases Draft of the General Plan Update
Preliminary Discussion Draft to Solicit Public Input

SAN DIEGO - The City of San Diego Planning Department today announced the release of the Discussion Draft General Plan Update. The goal of this preliminary, discussion draft is to solicit public comment on the document. In the next six weeks, San Diegans will have the opportunity to review the discussion draft and provide feedback to the General Plan team.

This is the first update to the City of San Diego's General Plan since 1979. The first step toward updating the General Plan began with City Council adoption of the Strategic Framework Element in October 2002, which set forth a comprehensive strategy and guiding policies to improve the quality of life for current and future San Diegans.

Since early 2003, the Planning Department has been working with citizens to update the balance of the 1979 General Plan which includes refining Strategic Framework Element policies, incorporating citywide community plan policies, consolidating fourteen elements into nine, and preparing a user-friendly format.

The nine elements of the General Plan Update are: Strategic Framework/Land Use, Mobility, Urban Design, Economic Prosperity, Public Facilities, Services and Safety, Recreation, Conservation, Noise and Housing. (The Housing Element will be released as a separate document.)

The General Plan Update is built upon a foundation of public input. It began with the work of the Strategic Framework Citizen Committee which drafted a vision and core values for a new General Plan followed by hundreds of citizens participating in workshops and community planning group meetings to refine the vision and City of Villages Strategy. Since adoption of the Strategic Framework Element, dozens of community members have participated in the General Plan Update through Planning Department-sponsored panel discussions, Planning Commission and City Council workshops, interest group meetings, and one-on-one meetings with Planning Department staff.
