About the Board
The Board of Library Commissioners consists of seven members appointed by the Mayor and
confirmed by the City Council. Each member serves a two-year term. The Board is responsible for considering all
policy matters regarding the development and operation of the City's Library system and serves in an advisory
capacity to the Mayor and City Council. Each member serves until reappointment or until a successor is appointed.

Board Members, Brief Biographies
- Mel Katz, Chair
Mr. Katz is the co-owner and executive officer of Manpower Temporary Services. He serves on
the board for the Greater San Diego Chamber of Commerce and the San Diego Urban League. A San Diego
Rotarian since 1978, he served on the San Diego Convention Center Corporation Board of Directors, and
currently is a member of the San Diego Convention and Visitors Bureau. Mr. Katz earned a
bachelor’s degree in marketing and business administration from the University of Nevada. He
lives in Del Mar.
- Susan Atkins
Ms. Atkins founded Atkins + Associates in the late 1990s and sold the company to Porter Novelli Life
Sciences, where she is currently chair and senior counselor. She has been a leader in the biotechnology
industry for more than 20 years, since she was director of communications for Genentech and launched
biotechnology's first product. She served as a corporate officer and vice president of communications for
Ligand Pharmaceuticals and Rorer Group, and as group vice president of Ketchum Public Relations. Ms. Atkins
founded Middle Earth Day Care Center and was a member of LEAD Tulsa and LEAD San Diego. She was also involved in
a citywide literacy program in Philadelphia. She is presently a member of the executive committee of the Biocom
Board of Directors and is active in the international Biotechnology Industry Organization. Ms. Atkins holds a
B.A. in journalism and an M.A. in mass communications from the University of Oklahoma, and an MBA from Pepperdine
University. She is a resident of Point Loma.
- Matthew Hervey
Mr. Hervey is president of James Edgar Hervey, APC. He is executor of the Hervey Family Trust and fund advisor
for the San Diego Foundation. He was instrumental in the planning for the
Point Loma
and Skyline Hills branch libraries. Mr. Hervey holds a
bachelor’s degree in economics from the University of California, Berkeley and a law degree from the University of
California, Hastings College of Law. He lives in Point Loma.
- Susan Lew
Ms. Lew is founder and president of S. Lew & Associates Inc., and presently serves as chair for the
Development Circle of the Union of Pan Asian Communities and as director and vice-chair of 1st Pacific Bank of
California. Ms. Lew serves on the boards of Sharp Hospital, UCSD Foundation, and UCSD School of International
Relations and Pacific Studies. She has previously served on the boards of the San Diego Port Commission, San Diego
Regional Economic Development Corp., Nature Conservancy (Advisory Board), the Old Globe Theatre and the California
Economic Strategy Panel. She lives in Rancho Santa Fe.
- Judy McCarty
Ms. McCarty was a City Councilmember who represented District 7 for 15 years. She was a delegate to the
White House Conference on Library and Information Systems and the Restructuring of California Public Libraries
Joint Task Force. Ms. McCarty also chaired the San Diego County Regional Library Authority and founded Citizens
in Action for Local Libraries. She was recognized by the California Association of Library Trustees and
Commissioners for outstanding support and promotion of public libraries in November 1997.
- Mary Anne Pintar
Ms. Pintar is owner of Pintar Communications, a media relations, writing and communications firm.
Previously, she was deputy chief of staff for communications and policy and then chief of staff for former Mayor
Susan Golding. In addition to her experience in government, Ms. Pintar was the communications manager for San
Diego READS Literacy Campaign. She received her bachelor’s degree in journalism and her master’s
degree in mass communication from San Diego State University’s School of Communication.
- Katie Sullivan
A Scripps Ranch resident, Ms. Sullivan was president of the Friends of the San Diego Public Library and
previously served as the organization’s vice president. In 2000, she was recognized as volunteer of the
year by the City of San Diego Public Library. Ms. Sullivan was also president of the Scripps Miramar Ranch Branch
Friends of the Library. She holds a bachelor’s degree and a teaching credential from Illinois State
University.
Board Meetings
Board of Library Commission meetings are held on the first Wednesday of each month at 9 a.m. in the Commission
Room, located on the third floor of the Central Library. The
Board may alter the meeting dates and the place of meeting as needed. Agendas and Board meetings are listed in
our Calendar of Events.
